I'm blown away that someone would think that an absolute number (arm measurement of some kind) is going to get women to approach them.
A few points:
1) Proportionate physique is more important and largely determined by your frame size. If you are small-mid framed (such as myself, and 1.68m .. 5'6) - my max arm size is 16.5" flexed and I'm at 15" now, which is 90% of potential.. as an intermediate lifter. At that level, even without flexing/pump, I don't look like I have untrained arms. For more about this, see research by Casey Butt:

Shoulder width likely also related to your shoulder-to-waist ratio (and chest-to-waist) which give you that "V-taper" look. Some of this will be genetic, unfortunately.

Women were given a choice of 20 traits, and the % value below represents the proportion of them that put the specific trait into their top 10:
Sense of Style 30%
Handsome Face 26%
Height 15%
Muscular Build 13%
Fitness 12%
The conclusion here is simple when you combine the research with the survey: the way you dress and take care of yourself is the # priority for being attractive to women. Your best bet to have them approach you is dressing in an attractive way ("sense of style"). Ironically, if you're dressing well (especially going out to a nicer place) you're going to be wearing long sleeve clothing - so your arm size is largely going to be completely irrelevant. Want to show off your arms and abs to (desperately) try and attract women? You're going to have to move somewhere really warm first
A handsome face is largely a personal preference to women, but I suspect proper skincare/shaving helps here.
Lastly, being lean is important.. and being lean + muscular = bonus. Lots of places on the internet you'll also hear that reasonable amounts of lean muscle are preferred to large bodybuilder sized arms.
And if you want height, the only thing you can do is wear shoes that will give you a little bit of a boost and have good posture.
