Bulking involves caloric surplus unless you know how to effectively recomposition without steroids, if you do then you should play professional sports because you are one of the few genetic freaks on this earth, i doubt you are.
You see once you your body reaches a new threshold for fat it will fight to keep you there its natures way of saving our predecessors from the harsh winters we had to bulk up for in the winter-or die skinny in the winter, fat is energy stored and it has the amazing ability to multiply and divide yet is able to resist liposys aka fat death, fat cells cannot be destroyed unless under extreme circumstances or liposuction, the best diets and workout routines can only Shrink fat cell size but will never completely illuminate.
Secondly, the lower your bodyfat level the better your body is at distributing food to muscles and repartions them better to avoid fat storage most likely due to the increased insulin sensitivity in the muscle brought upon by less fat cells.
Thats why its a horrible idea to bulk first
