In USA, it's ok to ask about your clothes, to suitable for restaurant or not. But if you ask this in some European countries, you look very silly. Because restaurant is restaurant. Not special thing. What should I ask any logical question to the girl on the street?

It's cool ask as many as you want, i'm sure some other guys will give you their ideas too... i'm british so my advice is mainly aimed at women here... Problem here is it is more unusual for strangers to talk to each other than in other countries... however that can also work to your advantage as you are unique!...
Well a lot of guys earlier in this post suggested opening directly, in the day time women are more open to this than in a club at night... I think some women may find it charming if you stop her and say you think she looks cute,
ask her for her name,
shake her hand (search kino escalation on the forum),
try to chat to her and find things out about her (avoiding the any type of interview style exchange by making statements about what she just said rather than repeatedly asking questions),
then eventually say you are going for a coffee, would she like to join you (you are doing it anyway, you're allowing her to tag along rather... than you are going for her)...
if she says no use the line "ok, well i need someone to show me around a little, give me your number and we'll go do something
