You're right, you should've closed.
And remember there's really nothing to be nervous about. Which can be a load of crock for some people. But I think the trick is just thinking your making THEIR day by talking to them.
I might try different approaches if I were you though. Yes/no approaches are an easy way to make some girls feel uncomfortable. Of course, an "Excuse me, do you speak english?" is a bit different...

I think One approach per day is a bit of a low-ball number. If for some reason it went bad, that'll be the only thing you'll remember that day. Whereas if you do 5 or more you're guaranteed to curb your approach anxiety, and you're gonna get better results. Probably even more numbers and things like that.
Like everything worth pursuing in life, this needs practice. Nobody wakes up an instant sucess. Practice and work, and look for social ques, converstion starters, and make sure to smile.
