Yeah, a lot depends on the context. I think one of the most important things mentioned here was what Starbuck said about dressing appropriate for where you are and the people you're surrounded by. That's not to say dress the same, but you should be striving to be the best dressed within the general style of that environment. Years ago, I went to Mardi Gras with a few buddies and we were all dressed up sharp; we get there and everyone is wearing torn jeans, sneakers, and t-shirts. Needless to say, everyone thought we were gay, and we had to dress down the next day...
As for your question about shoes, I don't know what kind of sneakers you have. However, if they're just Nikes from Foot Locker or something, they probably won't cut it past khakis. Kenneth Cole Reaction does some really nice sneaker/dress shoe combos that are cool, and I think you could sport them in jeans all the way up to a (really) casual suit.
At the very least you should own two pairs: one black, one brown. For me, I have two pairs of sneakers, two pairs of "nice" shoes for work, clubs, nice dates, etc., and two pairs of dress shoes for suits. I also own a few other pairs for different stuff (nice flip flops for summer, gym shoes, etc.), but those six are my regular rotation. Also, if you're athletic, DON'T use the same sneakers that you train in to go out.
