Every summer I work in this small city which is a favorite spot for tourists. There are shit tons of them but most are family trips. I'd see hot women with their parents or brother sisters passing me on the street on daily basis. Yet I can't figure out how to game them. If it's a group of friends, it was doable for me. I'd just be friend and approaching the whole group then isolate the girl later. But when the chick is with her family. I'm not sure how. She either feels awkward being gamed with her folks there or them being very protective. Especially with the fathers.

If the the tourists are interested in the city, then there's obviously something interesting about it. So you go to them and tell them about the city.
If there are some historical places or monuments, or some places to go out in the evening, good beaches (if it's on the seaside), good restaurants etc. From then, you direct the conversation the way you want it...

Edit:
You can "catch" them while they are looking at something, wondering what it is... You approach them and say like: "You know, that was made by... / that's a symbol of... / that's a good place for..."
You get the idea.
