More so than anywhere else, Vegas is an extremely materialistic city. You have to pay to play one way or another. Although there a some exceptions, typically the more money you are spending is going to directly/indirectly influence the quality and quantity of hot women you attract there. With so many "distractions". Typically the guys that provide most/best access to what girls want is generally going to come out on top.
Targeting these ages groups will typically lead to the most success because your not competing with the guys offering them bottle service in the best clubs, cabanas at the best pools, penthouse parties, etc:

Also women that fall in the 6-7 range are a gold mine.
From Personal experience:
Back in college I was "friends" with a few chicks that did beauty pageants. Miss X state, Miss X university, Cheerleaders. I could score with them back at campus. Few times I met with them in Vegas, complete different story. Some rich guy/often promotion company (middle men for rich guys, pro athletes, celebs, etc. ) would pay to put these girls up in suites in nice resorts, comp them bottles of top self booze, and often throw exclusive pool parties and or "presidential/penthouse" parties. One time they even rented an entire floor that I was promptly chased out of by their private security.
That's the problem though. If you play the game of showering these girls with money you will lose to the highest bidder. I have a cutoff point to how much I will spend on a woman. Because I believe that what you just said is just legalized prostitution. You have to learn how to entice women without your wallet. I have never had a problem with leading the dates or the interactions towards me minimal amount of money.
I am just calling as I see it. Such has been my experience. Then again, I am usually staying at a high profile place on the strip and going to the expensive clubs. Furthermore, some of my lady friends fall into the female situation above. I suppose you could get by with the goal of being tight with your money, but I am supposing someone is not going to go to Vegas if they do not want to spend much.
case in point on the Vegas strip:
-good club on the weekend $30-40 (Unless you hustle the bouncer)
-drinks $15-20 while in the club
-Hand of Black Jack $25 (if you want to do a little gambling before hand)
The city is built around sucking tourists dry. The experience for locals or those not staying at high profile places on the strip is likely different, although I am unaware of it. If I am going to Vegas I intend to ball out and have fun i.e. (spend a lot of money and go to the best/most popular places).
