That said, what are some ways of flirting or running some mild game? Girls (and guys) occasionally give me their number without me initiating anything. I also get lots of IOI's, but I don't do anything because I don't know what to do.

If cool with the owners (managers dont matter if cool with the owners) im sure the owners wont mind a quick interaction as long as its pg13 and is not interrupting normal operations.
Maybe it can go like,
You: "Wow you look familair do I know you?"
She: "Not that I know of blah blah blah
You: "Well you look like this cute girl I know, what's your name?
She: blah blah
You: blah blah
after some back and forth be like "I dont want to get in trouble with the boss, give me your number and we can do something fun"
Get the number and let them go.
