I'm originally Eastern European and I can tell you that you will have an upper hand in some situations (in a Russian speaking country in particular) as a foreigner merely because you're a bit of a "novelty." Basically, your introduction to the girl won't have to be nearly as impressive as you'll be speaking English, and assuming she understands you, you'll peak her interest a LITTLE bit right from the beginning. I wouldn't expect much more than that, though. A gold digger looking for a foreign visa might try and get with you just to use you.

It's true to more of an extent vs Western girls, but definitely not a pervasive as some people will make it out to be, in my experience.
