Ok, now straight to my "newbie problem".

I am interested to date this girl who just sits beside me in the office. From time to time I did find something to talk to her or digging out something to ask her (about work-related topic, eat-out places, trip... anything, the purpose is to get some conversations going) but generally our conversations are quite less mainly because I always run out of ideas how to start chatting up with her.

Also I think I do have a bit of confident issue as this girl is taller than me and I have never dated a tall girl before this. While I am okay to have a girlfriend who is taller than me but I'm not sure if she is okay for this matter.

OP, I have nothing against dating coworkers, but if you'r a newbie and dont have experience with women, dont practice stuff with your coworkers. Once you get experience with women and dating, then you'll know how to handle women who work with you with minimum problems.

Coworkers are tough because of those laws and shit where you can’t say anything sexual or “uncomfortable”.
