If she puts hat on and gives you opportunity to talk, it is flirting. Why the hell are people talking about if she throws your hat on the floor. It is quite obvious if a girl shits in your hat that she is tooling you.

I have been lots of times in same situation. It all depends of the place and the SPAM, i.e. if you are at bar and the girl is obviously drunk, she is maybe disrespecting you. You can look in her eyes, if she is smiling, while looking you, probably she is flirting, but if she doesn't look you directly in your eyes or she does but you don't feel genuine smile, than she shows disrespect. Since soon when some girl try to touch or take some of my accessories I tell her "5 dollars" and avoid her touch. If she smiles and/or try to take it again, then I give it to her. If she is fooling me, she will say something like "pfffff" and get away.
Most of the cases you can feel the situation and her intentions and when you can't you can test them.

Last time when a drunk woman tried to take of my hat, she was obviously insulting me, so i told her "5 dollars" then she just said "Pffff" and got off. So it's not that hard to handle that kind of situations.
