Here's a variation that works pretty good for me:

In my n-close I say "I'll call you tomorrow".

The next day I wait untill late in the evening and text her "shit i forgot about you are you awake"("fan jag glömde bort dig är du vaken" in swedish ). I like to put it exactly in that way, with swearing and not putting questionmark or caring about capital letters. She knows I'm intelligent, she talked to me the night before, but I think it's nice to show that I don't care about the impression of my text

If she answers with a text "haha yep" I've got her in a suitable state and I call her and work from there.

If she is asleep, I think I got good chances the next day to have her answering.

Yeah, we do have limited time so we don't want girls wasting it, but what if she really has a valid reason to cancel? You'll probably just waste whatever future chance you had.

People have many valid reasons to cancel, sure most cancels are just flaking, but i think its better to just act as if you're not bothered.. If a girl doesn't feel like dating you for WHATEVER reason, what will you earn by sounding like a complete prick?

No that is ridiculous....punishing her for not staring at her phone hoping for people to call. I dunno but personally I wouldn’t want a girl that was like that. Besides no HB that’s a real 10 with a good personality would be doing that. Many guys I think make the mistake and think that if I got a number I am good. When I go get a number I usually get it because we were talking about bridging the interaction. Like this:

*Typically I would talk to her for another few minutes so it doesn’t seem like all you wanted was her number like a typical AFC’s. You want it just to be a Time Bridge is the reason for the number….not to become her new Girlfriend.
If she doesn’t answer don’t’ assume she is ignoring she is probably busy if she is a real HB. Just leave her a voicemail. Make sure you say your name and were you met her because HB gets picked up often and in a few days it is possible to get forget every interaction. That is why it is important to make your interaction with her fun and memorable. Telling her that you are still going and if she still wanted to come along to give you a call back.

ugh I HATE having to use the phone cuz I have an accent which only goes away (a little) if I'm actually looking at an american persona and talking to them.
