to 11pm and every other weekend

I don't see any huge structural issue with you text other then you over-texted a little at the end after you seemed to have enough compliance. The only thing is that it looks like is she was being friendly and seemed to view you more as as her buddy (i.e. good rapport, not really seeing too much sexual flirting other than the underwear comment). So when you went for the date/meet up request you may have taken her by surprise as she didn't see you as a lover based on whatever real life interaction you had previous to this text. Another likely reason is she has another guy in the mix and is waiting to see how that plays out before she gives you a shot.

.So after three days went by i used a tecnique i read on another forum: send her a second text just saying "lol you were right", to get her curious, to which she'll likely respond "about what?????" Then i ignore her for awhile and shell explain why she took awhile to get back to me

I would agree. This is more of a 'buddies' frame than anything.

She didn't reply to any of these: She's quite likely not interested in anything romantic here. Thankfully, other women are. Move on to them.
