Without more information on your past and WHY you need help (shot in the dark: something to do with your username?) it's tough to give you a 'blanket' spot to START HERE...

In the end it comes down to confidence and knowing what you're worth and how to appreciate who you are, and what you have to offer...

Then it's approaching. A lot. Flirt with everyone, get out there. Talk to girls, old people, circus carnies, midgets, dudes... everyone. Get comfortable flirting, and get comfortable asking people for drinks and getting rejected (It doesn't hurt).

Try Youtube... find a style you like and try to mimic it while you find out what works and what doesn't.

There's a lot of info on these forums too - lots of users who know a lot of things.
