Depending on the context, it could be her blowing you off or just testing you if you are serious enough. If you are not regularly going on dates you might want to just continue texting and trying for the meetup.

I remember stuff like that happening to me when I was young, as the girls were quite insecure and immature. They simply weren't confident enough to meet up for a date. The lesson I learned from that was to make sure to have a party to invite the girl to, partially for the sake of having something to offer (a party is always fun, isn't it?), and partially to create a situation where she can feel safe and comfortable (she could bring friends too, the more the better).

If these things happen to you even though the girls are grownups (25 years or older, I would say), you have not made impression enough at your first encounter. Perhaps be more direct and daring (risk taking and clear in your intent).
