Where I've bolded and underlined, that is where everything went wrong. If you have to ask them a question - then you turn around and say something else, like you did, they already know what you're trying to do. Especially the older girls. Also - if you're 15 trying to pick up on a girl who's 18, 19, 20 years old... The chances are slim that you'll pull that one. Not for much more than legality reasons.
If you want to lay a compliment on a girl, try something more direct:
Example:
*girl catches your eye*
"Excuse me, my name is... I didn't want to be that guy who had to do the 'double take' and make you assume I thought you were good looking. You are and I felt you should know that! Your name is?"
Not that this is the "ultimate line" but sometimes, even the craziest things work out!
