I have a few questions for the experienced ones, regarding the girls at the library...
What times are they often there?
Are black girls often there? (since I am highly attracted to black girls)
What sections do they browse more?
Do you go direct or indirect?

Firstly, there is no specific time girls go to the library.
Second: If you go to a University/College library, there will definitely be black girls there, go to a state library, it will be less likely and will depend on the demographic of where you live, obviously.
Third: I have no idea!
Fourth: I think Indirect is the only way to open in the library, mainly because its so easy! Talk about a book in your/her hands, make a joke about a book you're currently reading, ask directions somewhere and make a joke about how hard the library is to navigate (she laughs and says, 'yeah i know...' you say 'what are you reading?') get chatting, give yourself a time limit, get her number and invite her out.
And you're on to the next stage!
