I think he looked quite retarded. Even is the officer's eye contact and tonality gave some subtle sexual hints, he went for the kiss too early and too aggressive.

He didn't look that retarded. Mostly because it was an act, but partially because he looked like he knew what he was doing As for what happened afterwards, it just looks like he got rejected - which isn't a big deal.
