Getting barely any girls

approach about 2 to 4 girls yearly but only if sure they into me sometimes get rejected , but like when I see a girl on the street who may make eye contact I won't approach or would approach every 1 girl who makes eye contact out of say like 15 . For other guys out there how do you go about getting girls is it too low the number approaches ? like if you have a routine what gets you girls consistently .
