I agree. I've been to small towns and people greet each others all the time. I would go for a jog in a place I've never been before, and the people there would greet "Howdy neighbor" "good morning". I've learned to convey that same friendly attitude (ever been in an elevator and nobody is talking to each others?). If you do so, it's not threatening, and can be perceived as old-fashioned and gentleman-like.
When you're at a mall and cross paths with a pretty girl, just say "hi" or "how's it going" and keep walking. When I'm at a bar waiting for a drink and there's a girl next to me, I say "hi, how's your day" then look back at the bartender. Important thing is turn your head, not your body, then continue doing what you were doing. Interesting enough, sometimes these casual greetings work as openers too, especially at the bar. While a girl is waiting for her drink, sometimes she'll gladly talk about her day.
