At this point it seems like she is not as invested in you as you are in her (you are trying to out-do someone to get her attention, aka your chasing her). You need to reverse this by not showing her a lot of attention and being busy for a few days and not contacting her (soft next). This will only work however if you know she is pretty invested in you (which its unclear by the lack of information givin in the OP).

Either way if your competing with another guy and you know this I would go after 4 times and many girls than guys she has. This will also automatically make u less needy and u wont give a shit about this girl... which will make her CHASE YOU. Winning.
