Unique situation how do I appoach girl I only see in court?

Hey guys. I am not new to PUA but I have come across a situation where I have NO IDEA how to approach or open to a girl, nevermind getting any further or being able to game her. I have posted this in other places and asked other PUA's I know but so far no has been able to give any help or advice.

Last my boss sent me to traffic court to deal with some violations our company drivers had gotten. So when court started and the judge came in, a HB came with him. She sat at the front of the room near him, off to the side and was typing on this weird typewriter thing, very engrossed in what she was doing, not even looking up or around . I was hoping to speak with her, but when a break was called and the judge got up and left so did she. Then when court started and it was my turn to go before the judge she didn't even look up at me and she wasn't close to me and the judge was very rushed and no nonsense so I couldn't even try to get her attention. I was also very nervous because it was my first time in court, even though I wasn't the one who was charged. I really wanted to try and talk with her after court but again she left with the judge and the bailiff said I had to leave because the courtroom was being locked. A few weeks later I got sent to court a second time but it was just like the first and I had no chance to speak with her.

I have been back to the building a few times hoping to run into her in the hallways but I haven't seen her. I asked the bailiff about her but he said he doesn't know her at all (not even her name) because the court reporters work in a separate office in the back where the public does not have access. I have also waited outside the building in the morning and afternoon when most people are coming and going for work but haven't seen here there either. So I have no idea how to open or get her talk to me. She doesn't look up at people and when court stops she makes a beeline out of the room with the judge, and the court rules of court say no talking while the judge is entering/exiting. The judges are uptight and want to be the center of attention so I can't ignore the judge just for her. When I go before the judge she is off to the side and there is a there is a short wood wall with a gate as well as the bailiff between us so it's not like I can just walk up to her. I called the building directory and asked for the court reporters office and was told they don't take messages from or deal with the public. I can't even mail her a letter since I don't know her name or what the actual name of her office is. Normally it is AFC but I thought about leaving a note on her table before court, but I found the public is not allowed to cross the barrier thingy. Neither of the bailiffs knew her name and told me I had to step back from the barrier for security reasons when I asked them. My second time I tried to subtly get her attention but she didn't even look up. She wouldn't even recognize me if I ran into her anywhere since she has never even looked at me in court. She is really hot and I want to ask her out but I have no idea how to even start a conversation in this situation. I have court again soon and really want to approach. Thanks in advance for any help/advice.

That's my sticking point. It's not that I don't know what to to say to her. It's when. The only time she is there is when the court is in session. And unless it's your turn is you have to sit in the body of the court. I can't just walk up and start chatting while court is going on. People who talk out of turn are kicked out, I've seen it. And when it is my turn the judge demands all attention to be on them. That's why I'm stuck.
