Assuming that you've already built enough comfort, I usually (along with narrating my actions) start kissing her neck. From there things usually aren't too complicated.

If your hands are underneath her top, you're going to move one of your hands down to her inner thigh, and move up slightly, use your fingers lightly feeling the way up, almost teasing. You can use her legs spreading as a guide...the wider they go, the further your hand can go. When they're wide open, you're hand can caress and lightly squeeze her crotch. Play nicely, and listen to her moans to see what she likes and what she doesn't like. After a little while of this, move your hands inside her pants/underwear, and play with her for a while...if she gets wet, slide a finger in and out. Be sure not to neglect her clit.

This may just be building on what others have said, but in a overall kinda way, make the kiss more than a kiss. It should be more than just lips. What i'm trying to say is use it more like a kind of foreplay before the bedroom.
