You said your interaction lasted 20 minutes. If that's so, you need to learn how to pick things out of the conversation they have emotion in and ask about it in your text. If they didn't volunteer any such info, learn how to get in to conversations that can spark it.

20 min? Where did you meet her? Anyways, longer you talk to women more interesting you are to her. She sees you as a "conversationlist" and not just some guy "who wants in her pants".

Girls respond to texts that are emotional. Text her something funny, clever or witty so that you stand out from the crowd.

For example: "I’m considering getting my dog a tramp

i think the problem is when you just outright asked if shes free this weekend. you guys probably had a good vibe going that night but that was atleast 12 hours ago and she still bearly knows you. your just some guy she met. maybe you should have started with some call back from your conversations like that neg joke you made to remind her of the vibe you guys were having. when she replies and you can tell shes into it then you drop the hangout question. also, if she doesnt respond its not a big deal. dont forget pickup is a numbers game meaning you approach as many girls as you can. regardless of weather shes a 10 or not.
