It depends. If you're isolated and you're getting IOI's, then you can definitely escalate. However, if you're out in public, I would say a hug is the furthest I would go.

You might be able to escalate to touch her face in a public area. However, you have to get some IOI's before doing that. The face is a very sensitive region for women and if done incorrectly, it can be really really creepy.
