Facebook: how they get notifications of your message?

hello

with the new facebook layout, it seems that if you write somebody who is NOT on your friendlist a message, they do NOT get the notification of receiving a message.

your message just gets into their folder "other messages" which isn't highlighted.

how to circumvent this? anybody ?
