I have been pale since I was 12(I'm 30 now) and I have heard bad things about pale people sun tanning that get sunburn and that tanning beds are not safe. Is it best to get a self tanner? How often to use self tanners?

Also if it is hard for you to get tan it is even more riskier because tanning is your bodys way to protect from ultra-violet radiation which causes melanoma. I am not a doctor but imo you shouldn't be too much in sun in order to get tanning because it is just not worth to risk your health.
Attraction wise tanning is good because it makes you look healthier and sunlight makes you feel better.
