Saying "if you're gonna flake" implies you already think she's gonna bail on you again. That's not displaying very confident behavior. I also think you need to get more specific when telling her where you're going to take her.
You're vague about what day you're going to meet, what time and what you're going to do. Tell her the day, the exact time, and exactly what youre gonna do. Don't ask if Tuesday or is 7 ok? TELL HER. I'll meet you at 7/I'll pick you up at 7/or if you're really good at patching this up, "you can pick me up at 7"

I wouldn't recommend being rude to her in public b/c it shows spite and pettiness on your part. You don't have to have full convos with her, but be cordial. After she sees you flirting and closing with other girls, she'll realize she lost her shot with you. But by then it will already be too late

why are you wasting your time on this girl, she is in flake mode, she is not interested in you or she would meet with you, pretty simple shit, just like baseball 3 strikes she is out, if a girl flakes on you 3 times, ignore her forever, and play it indifferent to when she contacts, don't arrange meetups, let her do that, and don't give her attention, just be totally short with everything, don't try to have convos, just give her dead ends and nothing to work with, put absolutely no effort into texting her at all, REALLY REALLY SIMPLE, you let her chase, and if she won't, then she is not even slightly interested, if (judging by the post you seem to fit the bill) you don't ever go out, and meeting 1 girl is a huge deal to you, you gotta change this, you can get a good 5+ phone numbers a day, every day, all it takes is telling a girl you think she is hot, having a 2-5 minute convo, and asking for the digits, it is the simple, it is a yes or a no, you can ''tighten'' your game, and improve your success rate, and make your closes more solid, but you can just as easily get a non flaky number in 2 minutes, as you could in 10, there is no point in wasteing your damn time and effort on a girl that wants nothing to do with you, she flakes this much, what do you think will happen if she actually meets you?, she was just being shy and really actually was just nervous cause she wanted to fuck you so bad?, now that you got her to the bar she can't stop trying to get you back to your car so she can suck your dick off?,

go meet other girls man, if this one that doesn't like you is too special to you that you can't even see what a waste of time this is, then delete her number, if you can handle not contacting her, then keep the number, but if you keep the number and find you don't stay true to the non contact, then delete the number for your own good, start going out at least 2 days a week, doing AT LEAST 1 APPROACH, and try to close on every damn approach, don't approach just to approach, and if your game isn't super solid yet, then you best be as upfront as fucking possible, it shows confidence when you are lacking confidence, forward or not, and weeds out girls like this that are a giant fucking waste of time and effort
