It depends on the context... If she looks and you then looks down at your junk and smiles that's a little different from a first date shy girl who just is uncomfortable with eye contact. Can you give a more specific example?

Generally speaking if the girl is smiling things are good.

I'm assuming she is a shy girl.
I've yet to come across a girl that smiles when I talk to her whether it be in any direction and mean it in a negative way.

Hell yeah an IOI. She liked what she saw, and wanted to see the entire picture.

I' m pretty sure because this happened to me once when I was AFC. I didn't understand why, and posted this on Yahoo answers, and like 20 women all agreed it was a huge IOI (of course they didn't say IOI).

EDIT: not only an IOI, but she thought you were hot, good-looking, cute... etc.. She liked you dude!

It is a submissive signal women often look down when they are attracted to a man. Submissive signals are a big part of courtship behavior. It is how we show we are non-threatening.

The look down is a very obvious attraction signal, the other obvious action will come shortly after when she returns again to make more eye contact. Which is the second signal she has given you.

It's not so much they are looking to see the whole picture though it is nice to get the head to toe check out here and there more often then not it is merely a submissive signal.

How often are you smiling at them? Give someone a genuine smile and you will be returned one. I almost always get a girl to smile. When they smile they link you to a good feeling, it literally makes you feel good when you smile. So when you smile at someone and they mirror you as it happens so naturally in human interaction you make them feel good.

You aren't making people feel at ease if they aren't smiling with you, in order for your success rate to improve you will have to make people more comfortable around you.

Just some thoughts.
