She always initiates vague plans for us to get together and whenever I pursue them, she is either "busy" or just blows me off. Whenever this happens I hardcore freeze her out for a week and then she initiates again real friendly saying crap like "when are we going to hang out" and "lets hang out this weekend" so then I think I'm money and go to set something up and shes cold again. From observation shes a girl who really likes to lead around as many guys as possible. I've used jealousy on her flirting with her friend and it worked, but then fell back into the same old shit. The freeze outs aren't working properly. Suggestions on what to do or how to improve.

I flipped it on her this weekend because she said she wanted to hang out and I went with it and then briefly brought it up before the weekend started but then blew her off. I think shes a little pissed off but she'll get over it when she sees me working other girls.

First get this in your head this girl is not the only one, you can live without her.
Anyway about your freeze out, you trying to get back at her cuz shes flaky with her plans doesnt seem mature. Make your self somewhat busy, call her and tell her what works for you and if she cant make it you wont get to see you...
Something along those lines, dont be too harsh, remember you must be willing to risk losing her before you can get her.
Also can you mention that you dont like flaky girls or people or are late the next time plans are mentioned. Keep in control and good luck.
