So you're out and about and you see a broad you like and somehow you can tell she likes you, however shes a shy girl. So she isn't going to be caught giving you IOI's in a situation like this ... How do you give out IOI's yourself? To try and set a mood and break whatever shield she has up and above all become certain of her disposition toward you?

A lot of IOIs girl give out are involuntary, it just kind of happens. If a girl is giving you absolutely NOTHING, then she probably isn't in to you. That being said, nonverbal game is great for this stuff. Smile at her, triangular gaze, maybe nod your head telling her to come over, or just wave her over to you. If she is interested she'll come, and if she doesn't then just smile at her and slowly turn away. Then try again later.
Pretty much, just act like you are the shit and she should really want to come meet you, and you are giving her the opportunity.
