my ex was a HB9/10 and she admitted she found compliments very awkward. However some girlies do like getting their ego's stroked(experienced this with 8's/9's), so i do believe this varies. Therefore I try to notice something particularly personalised or unique if I ever comment on HB8+. This obviously shows off your observation skills as well... having her train me in fashion was a big win, because it allowed me to look ace and learn a bit of chat that I can use with girls.

when you say 'complements' it looks like you mean something of like there BODY, maybe im wrong though....

the thing is, when you complement a girl's clothe's it's like a very soft version of direct... espiecally when you say it in a matter that you dont want their number, they really open up, like you sit next too some girl on a bench or something " girl's should wear boots like that more often" and smile and act like you aren't looking for anything more... you can judge there reaction and see, as well since its very 'soft' I'd when you complement something like shoes, a coat, purse or whatever, if you get rejected it isn't as harsh as normal direct game like " god you are gorgeous". At worst youll get "thanks" and they walk away, no big deal...
one thing though, don't over analyse it... if you open by complementing a girl's fashion, it's just... well, not as ballsy as direct, and like i wrote the monster rejection isn't there

A very famous PUA in my homecountry, who has made lots of money this PUA-stuff, says the following about fashion compliments:

You can use fashion compliments as an opener, but be critical. Like: " hi, your dress is very beautiful, good choice, but your earrings do not match your dress. That is a pity'. Women will be automically feel low value about themself and automatically go to self-defence: ' no, no, i was in a hurry, that's why i had no time to look for a matching pair of earrings'.

IMO, the critical fashion compliment is actually a disqualifer. This can help to lower her protection shield and you showed that you are not needy/not trying to impress her.

so yeah, a fashion compliment can be used, if used wisely :)
