You're not even implying that you're going to have sex with her. "The sex is so much better sober" says you've experienced it that way for yourself and shows preselection from other women. (doesn't make you look like some drunk chump).
Even if she assumes you are talking about having sex with her, and recieves the line negatively, its as simple as "Oh, did you think I was hitting on you?" (IOD) then DHV and you all know the rest...
I don't see why it wouldn't work in the states as long as you used it in a playful way.
