A real attractive latina cuts my hair and I wanna number close her, the only problem is she is at work and time is limited so how would I create attraction and number close her in this situation?

Tell her something along the lines of "I bet i can teach you to cut hair way better ;)", talk about her job, tease her about how she cuts her own hair, blah blah blah, just get her number cause you wanna get private lessons from her jokingly.
