Okay, so i do not have the balls to approach her, but i get a good opener to approach with i shall go for it.

The situation is im 15 im thinking she is around the same age if not , she is older. She is a girl i see at church almost every sunday, im not a catholic guy but my parents make me go. Then that is more to the situation, my parents are there and i dont want them to be suspicious of me. I know shes interested cos she is ALWAYS looking at me.

Dude, you have to open this girl. She is clearly interested. Screw your parents, they dont want you to be gay. Just find her before or after church and get chatting. Say something like 'Hey, whats going on?' ask her a question such as 'Do you go to (school name), I'm sure I saw you a few days ago, unless thats your twin, haha' or 'I'm sure I saw you in the city last week, I was gonna say hi but I was late meeting a friend'. Then introduce yourself, shake her hand and go from there. Get her number, say you have to go but you'l giver her a ring soon. Be smiley, laughing, say a joke, be cocky funny.

edit: maybe ur parents will agree to you going to a small group instead of church, smaller, more interactive, more people ur age, i used to love my small group. Usually there are snacks there and it feels like a family!
