Other coworkers even mention the sparks and that it's on. I want to invite her out, but the past two times, she's flaked. To my novice eyes it looks like the cat and mouse game is up, and she feels like she can catch me. How can I stay "hard to get" and still invite her out?

One way is to think of something cool to invite them out to, if they turn you down, ask them what day they're free, and if they still don't give you anything, she's not interested, so forget it.
