I believe you can get a girl to like anything if you associate good feelings with it in her head.

If she sees you doing it in her mouth as something rare and special, she will enjoy it.

And while I haven't used this on getting head specifically, I have gotten every girl I've ever been with to be into the same things I am - biting, and scratching and even tickling.
