HEY, I saw a girl at starbucks with a really cute dog, i when up to the dog and start cudding it as it was on the floor, I ask the girl for the dog name, she said it shelly, the girl was really cute too so from no where i just said this.

Sounds like you probably weren't congruent. And also I wouldn't have used that because essentially you conveyed interest implying that shes some form of cute. You might want to change it to be "Why such a cool dog wants to hang around with you" and maybe start a playful competition on who the dog likes better.

Hmmm...paying attention to the dog was good though, a little more smoothness and congruence could have gotten you the n-close.
