I'm usually decent at this but lately I can't get ANY girl to come hang @ my place, or grab a drink without them breaking plans and or canceling on me for retarded reasons. I've tried not caring, I've tried getting pissed, I've tried older, I've tried younger, I've tried not calling them back after they cancel and it seems like nothing works anymore.....What the fuck is up?!

You'll need to give more details to help us answer your question. The problem may be because you're just not making enough of an impact on them during your interactions. You need to effectively capture their interest and make yourself someone who people want to be around because you're so mysterious or interesting or bad ass or whatever good qualities you possess.

Maybe go and get the Vin DiCarlo's "No Flakes Seminar".....

Most of these girls I will meet online, and get their number by fluffing them and a situation similar to one of these:

Me: Heyy we should get together sometime
Girl: Alright, that sounds good.
Me: Well you know we can't do that if I don't have your number.
Girl: *Gives number*

or

Me: Heyy, I was in your area the other day.
Girl: Why didn't you tell me or hit me up?
Me: How can I do that if I don't have your number?
Girl: *Gives number*

She'll seem interested at first, but then when the plans are made....

Me: So, let's get together.
Girl: Ok.
Me: How's Thursday, I have off.....5 o'clock, my place?
(Now usually at this point either they agree to hang out, or tell me that they're REALLY busy and the excuses come flooding in of why they don't/can't/won't hang out. But I'll go for the hanging out and plans being made.)
Girl: Sounds good, How do I get to your place.
Me: *Gives directions*
Girl: Alright, I will see you then.
(At this point she will either NOT call at all, or call the day of @ 4:30 saying she can't because her friend flew in from another planet and needs her to watch her alien baby.)

I've tried icing her out with NO result, Calling her back and getting annoyed with her telling her that she should've called sooner or asking what's up, playing it cool and just not caring. None of this shit is working nowadays though.

Are you always inviting them to your place?
That sounds like something that could scare them off if they have never actually met you.
They don't know if you are some pervert trying to rape them, seriously!

Invite them to some chill coffee place in their area and get to know them first!
