That is not true. Overall energy consumption is what burns fat. If you have more muscle mass then you will spend more energy of course but it is not the only way.

The fat you talk about are actually lipids stored in fat cells around your body, there is no way to burn fat in just one part, its all regulated by the body and we cant do anything about it. When lipids are used in any part of the body they can be released from the fat cells and be used elsewhere.
Different muscles use different types of fuel, the Conan the Barbarian type of muscles use sugar and the small but enduring muscles use fat. So Bonita is correctly informed in a way. I dont know about cardiac and that oversimplified crap but one of the best ways of burning fat is to walk. Actually walk, you can keep that up way longer than you can run. And it burns fat more than it burns sugar.
On the other hand it is also healthy to burn sugar.
Increased overall energy consumption is the key, along with a healthy diet. It is not good to starve yourself either since the body set course for starvation and stores as much fat as possible for hard times. Better to eat but to eat right.
More muscle tissue = higher daily energy usage
higher daily energy usage = more calories used u from fat cells (if nutrition is healthy)

Taken into account that your glycemic index is stable throughout the day, 1kg of your fat can use up to 70kcal/day so as long as you keep your calorie intake below your daily usage and above this fat-energy line you will be loosing fat and keeping the muscle intact.
On your reply about burning sugar, i personally don't recommend ANY sugars when you are trying to loose weight, as it will just increase your estrogen levels and glycemic index which both result to adjacent body fat, cholesterol levels, drop in energy and more.
Only time i'd recommend sugars is if you are a endurance runner/cycler/whatever in form of dextrose supplements for better energy levels DURING the activity, or a carbohydrate supplement if someone would want to get "puffed" (as you said "Conan style muscles" - and BTW those are not sugar fed muscles, those are steroid fed muscles)
