It really depends on the situation, but remember you need to hold back on showing the girl your interested. Although "hey sexy" isn't incredibly flirty it still holds the meaning of "you turn me on." I would say go with something a little more subtle like
PUA: I like your hat (still flirting yet subtle)
HB: Thanks *smile*
PUA: I like your dress (again flirting yet subtle)
HB: Thank you *laughs*
PUA: Come to think of it, I like everything *laugh*
HB: *laugh*
