What it basically said was that too many guys interact with women with absolutely no plan or no idea what they are going to do next. They are just aimlessly interacting with women without leading the interaction in any specific direction.
His point was that as the man, it is your responsibility to know why you're interacting with a woman and where you would like it to lead. For instance if your having a nice conversation with a woman, don't just keep having a nice conversation all night just because it feels safe and you don't know what comes next. Realize that the end goal is sex and that it is your responsibility to lead a women from the point of having a nice conversation to the point of having sex. If you keep the end goal in mind and realize you are working toward that, you are less likely to freeze up and miss opportunities. Of course this isn't an easy answer. Taking action in the face of fear is hard, but it is the only way to get something of worth.
So the gist of it is that you have to look at the big picture. If you are only focused on your next sentence, you will have a night full of saying sentences, not a night of getting laid.
