The way I decide whether or not to do it is eye contact. If while talking to them or even if we aren't talking, they hold eye contact with me for more than 4-5 seconds I assume it's safe to go in and it always has been.

When I've felt that it's *on* I've used Mysteries kiss close a couple of times now and it's never failed:
ME: "Would you like to kiss me?"
HER: "Yes/No/Maybe"
Yes/Maybe: *kiss*
No: "I didn't say you could, you just looked like you had something on your mind"
HER: *laughs*
Any time a girl has said no (more often than not actually), she has always, without fail, eaten the face off me within 2 minutes.
The only explaination for why this works is that asking straight out if a girl wants to kiss you, which rarely if ever happens to her, comes across super-confident and super-ballsy (presuming your body language is congruent with this!).
(Anyone familiar with the appocalypse opener will know the power of coming off super confident)
So from field experience, yes you can ask, just don't sound like a pussy when you do.
