A couple weeks ago, I number closed a coworker but she always tells me she's busy when it comes to hanging out. Any advice on getting her to follow through?

Personally, I wouldn't ask her to chill but I would use suggestion. I would make plans with a few friends and then call or text this girl and say somethin like, "Some friends and I are going out tonight to see a movie / go to a club / etc. You can tag along if you'd like."
