It can be true, if you can isolate her. Southern girls are quite friendly, but often inexperienced and overly cautious around strangers. Expect alot of competition from cock blockers, bi's and lesbians. We seem to have more than our share here, and they're all competing for the best babes available.
Socially the southern US can be difficult for a guy with intentions, especially away from the large cities. It's called the bible belt for a reason. And social circles can sometimes be difficult for a stranger to penetrate. You're accent should be a plus, especially if you're upfront about being a tourist from Europe. This should give you a definate advantage.
One thing for sure if you can operate successfully on the top 10% of women in the south, you can do so anywhere in the states with relative ease.
Like anywhere commonality is a big plus. If you have a friend in the area with good social contacts it will make your job easier.
If I had to recommend one state above all others in the south, it would be Florida. The only exception would be if you could find a good wing, or had a good friend in some of the other large cities, such as Atlanta, Birmingham, Charlotte, etc.. Or around one of the various college towns.
Country festivals? Not a bad idea. Just be careful. The more attractive the girl and the more rural the setting, often the more trouble that follows her around. You know the drill I'm sure.
