Okay, so here's the deal.

I have this white and blue necklace made out of rocks, which I wear every once and a while. I've gotten a lot of comments about it, always in the same words:
"Oh my god, is that candy?"
or
"Is that necklace made out of candy?"

My response is usually "yep, want a bite?", but it never seems to generate any sort of reaction...

Any ideas?

No shit, sherlock. No ideas then?

Linux, the invitation is where you're going wrong. Simple cat-string theory. Instead of asking them if they want a bite, you need to deny them:

"Why? You know you're not gonna get any."
"It's my candy. You can't have any."

It's pretty simple. Make her qualify herself before you offer to give her some. Then change your mind last minute and tease her about it. After a while you can tell her it's not really candy and she's been wasting her time... keep teasing her about being silly and thinking it was candy and so on, then move onto something else. It's pretty easy to transition onto talking about stuff she's wearing of course but it's up to you.

It's not the necklace. The necklace is doing it's job. It's bringing women to you and getting them to ask you a question. All you need to do is to think up a new response to "Is that candy?". "Yes, want a bite?" probably doesn't work because all they have to do is say no and walk away (which is what I would do if a stranger offered me a bite of the candy necklace that is still around his neck). If I were you, I would just jump into a conversation. Say something like "That's funny I get that all the time. Usually I offer people a bite to see if they would really do it. I always thought it would be funny to see some one try and eat it because its made out of rocks. I got it when I....". This way you skip pass the opener and go right into a conversation, which can lead to other conversations if you practice your conversational skills. The idea is to get her talking, but more importantly listening.
