First off. Stop drinking. You sound drunk or wasted like 3 times in your post. Either it's bullshit to try and sound cool or you really have to lay off the alcohol, at least while picking up women. Alcohol means bad breath, loss of reason, and complimenting the target way too much. You don't want any of that.

The next night, I asked if I could come over so we could chill, but she pretty much blew me off.
She responded the next morning saying that she had plans but really wants the surprise another time. I later found out that there was another guy pursuing her, and that she hung out with him (and her best friend) Fri night and went swing dancing with him the next.
Don't get discouraged by the blowing off. Unless you specifically set the plans on romantic terms with her and she knew it, she wouldn't blow you off. Either she was really, really, really busy 3 times in a row, or she's shit-testing you. The best solution when she throws something like this at you: to wish her the best of luck with that other guy and ignore her for a while. I know this sounds hard to do but if she comes back and talks to you later on, then you reestablish dominance. If she doesn't resume contact with you that means she's happy you're not around to creep her out and you should eject right away and just be friends.

What should I do here? I still want her and she still wants the surprise (moonlight picnic or something), but I'm not ok with being blown off 3 nights in a row. At the same time, I would rather keep her as a friend than lose her by competing for her.
I think my response to the above can be best worded by Neil Strauss in
The Game:

And that's when I realized the mistake I'd been making my whole life:
to get a woman, you have to be willing to risk losing her.
