I was just going for those reasonably proficient in English, but I can no longer be so picky (due to my change of location here). I've done my best to utilize body language, facial expressions and vocal inflections, but that can't always cut it.
The other problem is when there is just enough understanding for basic conversation, but not for me to run much verbal game. I've tried simplifying what is say, but again, that only takes me so far.

Nearly everything we do as pua's (wannabe pua's) is about communicating, so its a tricky one, id say you would have to do a lot of work with your body language, style etc

It only came in handy with girls who spoke English (it was a good topic in itself). I worked on my body language a lot; I saw a huge difference in the quality of response, but that only takes one so far, at least at my level of ability. Any other thoughts? _________________ -Insight

They say that most of the communication is non-verbal... There just has to be a way!

Tell her you can tell if she is lying by looking into her eyes. Then ask her to say some statements and you will guess if she is lying or not. And then she will ask you to do the same. Keep it simple and suggestive! Good chance to use kino, playfull hitting her etc.
This worked well for me with a south american girl.
Take breaks by taking her to the dance floor to see how she moves, again good non-verbal communication and kino opportunity.
