Dude, I guess that the only correct answer would be the stuffy doctor's office answer: "The only way to protect yourself is to abstain." That shit's just not practical. There is a risk from kissing, don't let anyone tell you differently. Most people have micro abrasions in their mouths, causing blood to be in their saliva. Hepatitis (all types) is a bloodborne disease and, keep in mind, Hepatitis is significantly easier to acquire than HIV.
Personally, I only engage in oral sex if I know the other person and know their STD status and
TRUST them. I don't use a condom for oral sex, however, I'm not advocating that anyone else do that, it may not be the safest option. As far as a HJ, personally, I don't see a need for condom use, unless she has a transmittable skin disease or you have something that you don't want to get on her.
Bottom line: your health should be your #1 priority, if it crosses your mind to wear a condom, just put one on so you feel comfortable.

if she makes a point that shes on the pill then chances are she has unprotected sex all the time.
Untrue. There are many women who do not have regular menstrual cycles that take a BCP. Some women have such messed up menstrual cycles that they may have 2 periods a months, or sometimes only a few periods a year, at very sporadic intervals. "The pill" forces their body to have a monthly menstrual period, thus keeping their bodies in homeostasis.
