My nornal routine goes like this. I spot a HB and glance at her everyonce and awhile. Eventually we make eye contact. Ive gotten good at holding eye contact until she looks away first. So then i walk up and say something like "You can't look at me like that and not say anything". After this though im never sure what to do. Should i go straight into asking her to introduce her friends or try and make small talk with the target?

i'm quite a noob too, but what works for me is the 3 second rule...ALWAYS.
i know what you mean about eye contact, but, i might seem to her that you might be a creep. I think a connection should be made before any sort of staring competitions.
but hey, if it has been working, then good stuff. I, myself, can't really look anyone in the eye very long, unless i'm really trying to.

It displays all sorts of stuff about you. i commend you. Your line is a little bit on the cocky funny/neg side.... Immediately afterwards, its safe for you to ask her name or intriduce yourself. You've already shown that you are unique. But just make sure you touch her and tease a little afterwards after the intro. just to throw in attraction.
